Ignoring covid regulation / prevention

The past 2 months I've asked the store manager several times about sanitising wipes for the shopping carts, every time a different excuse such as it's on order. Today the "manageress" directed me to the lady who does the orders, It is not my responsibility to deal with staff members not doing their jobs, and once again the answer "it's been ordered" is unacceptable and really not my problem. My question now is who is responsible when my 92 year old mom, and even myself obtains covid due to this negligence and ignorance, who do I held responsible or do I arrange for a global boicott as this is a rather small community.
