bribing for line and customer safety

I went to KwaMhlanga Shoprite CrossRoads to withdraw money from money market I was asked by a nyawope guy to pay R20 for the line to be safe.I was puzzeled by that. The security was there but didn't do nothing it was like a normal thing that ppl go thru in that shop
