Bank charges

I went to the kiosk because i only had 3 items in my hands and the other lines was long when i get to the kiosk the lady took her time to actually look up and acknowledge me. Then when she finally decided to help me i asked her that i want to draw money with my purchase after already putting everything through and asking me to put my pin in for payment she told me that she didn't put the money draw through now already this is extra bank charges that a person must pay already after that i asked her to put it through so i paid and i waited and she gave me the items in my hand i asked her where is my bag so she told me that i must pay 40 cents for the bag. so i asked her why didn't she ring up the bag as she can see its big items and my hands are already full she responded by saying that 1st of all i wasn't allowed to come to the kiosk because its only for people who has 1 item so i told her that's irrelevant and must i now seriously swipe my card for a 40c bag as she already made a mistake before hand the lady refused to give me a bag unless i pay. now the money i drew wasn't mine and the person i had given it to already left with it. I think this is just ridiculous seriously.
