Always Refuses Clients to Withdraw Money

Checkers in Somerset West refuses to let me draw money from their tills, even though this is a service that they are supposed to offer. I have tried on numerous occasions at different times to withdraw from the normal tills, the money market counter and the kiosk till. How can all the tills in the shop always be empty? It is clear to me that the managers in this shop instructed the staff to not allow withdrawals from clients. Please have the service in stock if you want to offer it!
