Financially abused

Chase tracking is a ****, the tracker never installed and i requested for an account termination more than 3 years ago since the car sold. They didn't terminate account and i had to pay almost 4.3k in May this year for them to terminate account and update my credit bureua but till today account is still not terminated and credit still not updated and it starting to bill again.
