Estate agents dont want to pay back rental deposit

we rented a house from Chas Everette Polokwane they have a lot of excuses to repay the deposit which is over R 20 000. i have accepted responsibility for the repairs but have to wait till the repairs is one day completed before they will sent the documents to account department. i feel that they know what the costs are why the delay? also they are charging me R 855.00 for garden services because the owner cut my grass - i had half of the property the garden service cut his side and mine with out my consent now i am paying for it??? and his gardener damaged the electrical wire of the remote gate i am help responsible for the costs R 416.00??? i run my own company i am losing income because i can not stock my fridges because of this delay. second eskom disconnected my power because i could not pay
