Bad treatment

Today at Chartwell Corner Shopping Centre car guards came to my husband's car while he was with our daughter who was not feeling well ( I was at Checkers shopping with our son). They said they'd been watching him, why was he sitting in the car for too long and looking "suspicious". What does that even mean? Is this how people are treated at the shopping centre?
