two months without licensing documents

I bought a car at Charlton Motors beginning of October 2015, they promised to send licensing documents in two weeks. Till today they guy by the name Jeff is keeping on making empty promises and the licence disc for the car is expiring on 30th of November 2015. I don't knw what to do now. I even drove from Mpumalanga to Johannesburg but I came back empty handed.
