My sister is gravely ill but no treatment or tests

My took my sister there, cancer most likely back, doctor just said nothing they can do, wouldnt even do tests, just gave a script for morphine pills and send her away. She is in so much pain but still had to wait 5 hours for no treatment. Why couldn't the dr refer her to oncology department or something? Does cancer now not exist since Corona took over the world?
