Hospital negligent, and ignorance

I don't understand how is it that my sister has been sitting on the benches of ward 162 since the 17th March until today heavily pregnant waiting for a bed. How can anyone spend more than 24hours sitting on a bench not getting proper sleep while pregnant. She is complaining about swollen feet and sore back as she is waiting to be induced for a baby that is not moving properly.
