On the road charges

I bought a second hand vehicle in Dec as a gift for my Dad. As it was a gift; the car was to be registered in my name first and then later in my Dad's name. But since I live in Bettys Bay; the salesman said that I will have to do the lic and reg myself and then claim the money back since I already paid the R5000 on the road charges to Reeds. I cant take off work so it was decided to put the vehicle in my spouse's name till after Christmas. Long story with wrong spare key...but eventually their driver dropped the papers at my work on 30 Jan 2018. My spouse did the lic and reg and number plates paying with MY credit card. Now comes the refund! WHAT REFUND. First off my bank account is not good enough to pay back money in since the car is not in my name. Ok then submitted my spouse's bank statement, money will be in on Tuesday 6/2/2018.....nothing yet; still waiting. Send email; call head office.... no reply....so refund? WHAT REFUND
