no qualificatio certificate after more than a year

i did my trade test in november 2013 at the eca in cape town. I got a letter saying that i passed. Eversince i am waiting in anticipation on my certificate. This is realy frustrating. I e-mailed the eca several times but got no reply. I even tried to phone but the line is permanantly busy. It seems like no one there cares about things like this. The eca got their money for the training and now they just dont care what happens further. Has it ever occured to anyone there that a person needs papers to get a job? I cant understand what is the holdup and why i dont het any response. This is realy not good. They just dont care
