NO HELP

I have been trying to get hold at someone at the construction Ceta to assist our business in registering and reporting for this year skills development. The website don't allow you to log in or download. If you phone the Ceta they only put you through from one person to the next and the phone keeps on ringing and ringing with no avail.If someone please can contact me for any help or service it will be much appreciated!!!
