Electrical trade test certificate no being issued!

I, like many other qualified electricians out there are in a predicament brought on by poor service delivery by the CETA institution responsible for issuing certification (or failure thereof!). I have completed my trade test, and recently also unit standards from 2014- recently and am now at a stand still as I cant apply for my license unit I have received a simple piece of paper showing that I am qualified. This is not only holding me back from further studies, but financially and certain career growth are the main factors. What is this institution doing or not doing that one must wait in excess of 4 years before obtaining your official certification. I have just found out at ECA Cape Town 19/02/2015, that they have only been issued 2011 certificates!!! I am now 33 years old, and doing the math, will be 37 years old (if I'm lucky) when I receive my certificate, then only can I apply for my license (another long process on its own). I am getting any younger and to wait this long in what should be the peak of my career is a crime! There is no joy when calling this department, and if you are lucky enough to speak to someone they cant help you and are not bothered. DISGUSTED!!!
