2 years for a certificate? RIDICULOUS!

In March of 2013 I had successfully completed (and paid for) my plumbing trade test qualification, training through CRDC in Pinetown. The application process For the certificate of completion of trade testing I learned today has still not been completed from CRDCs side. I have the feeling that I nay never see this certificate and I'm.now R15 000 out of pocket. Now I'm wanting to travel abroad in the next three months with no form of proving my qualification, is there any way this can be remedied?there is no answer when trying to call the trade test center (CRDC)and very little help received from the officials at Ceta.
