Unpaid refund

I am highly disappointed in the service I got from Central development staff. I have been waiting for a refund for more than a month but I was promised that it would be paid within 14 days. I have been following up and was told that it was processed only to find Iout that it wasn't even touched. The level on incompetence is amusing and the bad customer service is unfathomable. I was hoping that the same way they require payments from their clients would be the same way they pay their obligation to their client. I am still waiting for my money from them
