Refuse to pay-out my deposit after telling they will pay

Kindly assist with this matter as our telephone discussion the boss of Vopec development gave me misleading information and due to that he took my deposit and said there is nothing nobody can do his the boss every time I am going to seek help from someone in the company they are going to send me back to him( Simphiwe Hlatshwayo) I spoke to 5 different people in the company asking for help and all of them transfer me back to the big boss Simphiwe .
Kindly assist me on a way forward how to deal or report this matter to someone that is obve the boss and that can see what a unfair person and heartless person we dealing with
