New development Centurion Amberfield defects unattended to by Central Development

I bought at a new development house from Central Development in Centurion Amberfield, Riverside. I have since 2017 reported an inferior design on the fencing wall which literally allows water to settle stagnant on my paving. As a result the floor is rotten. The house is 1 yr old but has defects which have been longstanding. I have forwarded photos but the staff has been dismissive far too long. I've had promises that they'll attend to the matter but nothing has happened since. At some point I was accused of being unreasonable yet the evidence speaks for itself. Building and closing deals quickly is business but surely that comes with responsibility for quality services to the buyer?
