excuses after another excuses after another excuses

I was once given a warning for parking the car on the wrong packing, but it was charge as part of the electricity I went to the office they confirmed it was a warning and it was added to my added to my electricity bill, i did pay the amount as i couldn't buy the electricity credit i had to first pay the amount before i could but the electricity. i was told the money will be refunded back to be as it was captured as a warning and it was a mistake until today the money has not be refunded at the admin office they are giving me excused every time go to the office its been two month (2) now giving excuses. please help
