Eden Estate rental refund

I paid full deposit for a rental at Eden Estate after viewing the property and was not allocated what I was promised instead the agent kept saying he will find a new unit before month end and failed with no communication at all until month went by and had to find an alternative then I requested my money back and only to find they deducted cancelation fee of R2500.00 yet they did not deliver. I even gave them options to top up and give me any available Unit and still they failed. Spoke to the Manager and promised I will be refunded the outstanding after he did his investigations to the issue but now he says Head Office won't pay me back.
