Bad Staff/ Abuse of Power

I just received a phone call Charles from Central Dev telling me they refused to do maintenance to my flat till my rent payment is up to date, after i have told them I am behind in rent because I just had to bury my child. And i sent them a email saying everything will be paid up on Friday. What kind of a business is this with the ****a Shop dependencies.
