Centlec cut power due to previous tenant's debt

I've been renting a house in Bloemfontein since March 2014. The house is fitted with a prepaid electricity meter, and we've been working on prepaid electricity since. In the last 3 months, the Mangaung local municipality and more specific Centlec, has switched off/discontinued our electricity supply 4 times. Upon enquiry, I was told that the previous tenant, who moved out at the end of Feb 2014, owes Centlec R28000.00, and that is why they've switched off supply. The fact that I am not the person owing the money does not seem to matter to them. Currently I have been without electricity since 09h30 yesterday, 28 Sept 2015. The company we rent from claims to have made a payment yesterday afternoon of at least 30% of the account, but it is 17h48 on Tuesday afternoon, and still no electricity.
