SECTion 143 - certification of award

My section 143 letter was given to them to certify on the 28th of June 2019. Too date not hing was done. It cannot take 4 weeks to get this done. I was told it takes 2 weeks. No one can tell me whats happening or when this will be done - PATHETIC
