Refund for transfer costs

I had paid in all the costs as I was purchasing a property in Florida Roodepoort. The seller then decided to cancel the sale of the property with no reason whatsoever, emotionally broken I then requested for my refund. 1stly they deducted an amount of R1000 and something rands for a certificate that I know nothing about before they refunded the bond cost. The cancelationof the sale of the property was on the 2nd of April till date I haven't received my transfer costs refund. I've been sending emails to follow up but all the say is they await funds to be released, it's been 2months and 2 weeks now and I'm still waiting. They don't communicate even when you reach out they just take their time to respond.
