Motorbike without numberplate holder,footpegs

I purchased a used motorbike at Honda Cayenne at Kyalami in December. My bike was delivered without a number plate holder, without foot pegs and without a pillion seat. When I enquired with Morgan he told me that bikes are sold as is. I want to know if it is legal to charge a customer on the road fees/licensing fees and give them plates without a number plate holder? Is the motor industry OMBUDSMAN aware of such a practise?
