Bad Service and Bad food

We went to supper on the Friday(13/5) for a friends birthday but it was a terrible experience. We had to wait and ask for menu's, the tea kettle was had a huge chip and the tea was cold. We waited a while for the starters and eventually got cold starters. The waiter had attitude (at 1 stage I didn't even know who is our waiter because if we complain another person come back) The mains was terrible and cold, and we were told that we do know it is loadshedding ?
