Poor work.Took money refuse work.

After repairing the plumbing of my house a pipe come out flooding my house.He then agreed to repair the ceiling but had no money. I paid him the money and he said he will repay me. To replace the damaged laminated floor I paid him R8860.00 for tiles. He took the money and now he saying he has no money to do the work.. Does not answer phone. Promises to pay back the money but only promises.
