Incomplete product and a poor response to the problem

My Mother went to Cash Converters Moraletta Park and bought a 2nd hand Gas Heater. It was priced @ R699 but she brought them down to R599. She asked me to connect it and when I tried I saw that the regulator was missing. I told her it needs the regulator for it to work and that she should take it back and get a refund. When she went back to them, she phoned me so I could talk to the salesman that sold it to her. He said that they sell all of their heaters without the regulators, thats the way they come and all the new ones are the same. He checked with management and they will not refund because even though the regulator is not fitted the heater still works. I myself, bought a new one a month ago and it did come with the regulator.

Is it even legal to sell a gas heater without a regulator? I checked with another branch of Cash converters and they said they would not sell a gas heater without a regulator because it would not work. It's effectively incomplete.

My Mother had to take a regulator that she purchased at another store and then they made it work. Would have been cheaper to just buy a new one. I'm disgusted by what I was told by that store. You won't catch me in that shop.
