Cash Converters Kruis Street does not want to cancel a laybye

I took a laybye at Cash Converters Kruis Street in Johannesburg, and went to cancel it but they told me that it can't be cancelled. It looks like tbey have decided to operate outside of the CPA since the CPA does say a laybye can be cancelled at any time with a maximum penalty of 1%. So, my next step now is to lodge a complaint.
