Complaint no document to be able to get car licence

Dealing with Hamza no documents were handed to upon collection of the vehicle. Car never went through roadworthy. He's now requesting us to fix the windscreen before they will take the car through road worthy and we are in the meantime unable to pay the licence. Does not respond to my emails
