Suspicious Technician

This cartrack technician insists on installing the unit outside of the ba*****t and the office block houses different companies, he is busy with it in full view of passerby and i dont know if there are people watching in the cars next to him as he is doing this job on the outside parking. Has anyone experienced this or is it suspicious?
