My cartrack fleet

I have a problem with cartrack I called them several times. I believe they have a records of my calls asking them to come and fix my fleet. They keep on promising no action. They are debiting my money every month but they cannot see my car. I need help. I can't cancel my contract becoz they say I have to pay penalty fee, when I ask them to deliver they don't.
