I pay R289 for my car camera on a monthly basis but I cannot receive footages from Cartrack itself or from an App

I pay R289 for my car camera on a monthly basis but I cannot receive footages from Cartrack itself or from an App. The reason for this is that they are always offline and when I am activating my App samething happens.It seems like I am paying you for nothing. Please resolve this issue before I refer it to the relevant institutions and call me on ***
