Forced to pay penalties for canceling due to car written off

So I had an accident and insurance wrote my car off. The device still shoes that my car is at the accident scene. Yet when I called to cancel I was told I must pay a penalty. I AM NOT CANCELING JUST FOR CONTROL, I'M CANCELING BECAUSE THE CAR NOLONGER EXISTS IT WAS TAKEN APART.
