Failing to Disclose

Car track has never DISCLOSED to me that you pay upfront for the services and worse my subscription fee is R99 but they say I owe them R198.10. When I ask to speak to the manager or any supervisor from accounts department they give me a run around. I asked for the recording no one is sending the recording to me as proof that they never disclosed anything about paying upfront.
