Cyber breach and I can't change my password

I get notified about a data breach, can't sign in to my app. Need to change password. I can't because the app it's useless, I can't use my phone number, I can only use my email. The email says wait for the opt pin, I wait and it doesn't come, comes hours later when the app resets to sign or whatever.
