Cartrack refuses to send paid up letter to credit bureaus

If there was zero rating for a company, i would most definitely give it to Cartrack,they refusing to send a paid up letter to the credit bureaus even after I have settled their account,they dont want to delist me and claim I must pay them to send the letter to the credit bureaus, I am beyond words with this company,I would never recommended it for anyone,the accounts department is very unprofessional, they just say you must pay,I.asked what should I pay when I have settled the account they also don't know why i should pay and I asked them what Legal fees as there were not on the outstanding fees and no lawyers communicated with me
