Cartrack failing to install a tracker

I have completed the subscription for this service 3 days ago have contacted them via whats app and Facebook to get the installation of the tracker done...............they have not done the installation,they have given a date 21st March for installation .A whole month to wait .My insurance requires the tracker on the car. yet this company linked to insurance the insurance industry conducts itself like this
