Cartrack **** and failure to refund me

Cartrack has been harassing me with emails to pay my outstanding amount with the consequences of failure to pay. I received more than five emails and eventually decided to pay, only to find out it is not the company I have a tracking device with. I then phoned and emailed with promises to refund me. I sent proof of payment to several people with the promise to refund me, but they all disappear after that and do not respond to my emails. All I want is my refund and for them to get their customers' correct email addresses.
