Blatant negligence and non-transparency

I have been appointed by law to administer my brother's affairs who are unconscious. We attempted to cancel his Cartrack since 22 March 2021. Cartrack kept "losing" the request and kept forcing through debit orders even though there was a reference number. Due to medical costs there were no funds available in the account in May. Another debit order was forced through and thus the account accrued a penalty. We got an attorney involved who received the same service or lack thereof. It took 4 requests, threats etc to get it cancel. After threatening with the NCC we received confirmation within hours that the account was cancelled (only in June) but no refund was to be made, as they have a 20 day cancellation policy. No I ask you. I am administering the affairs, did not have access to the contract (nothing available on the website either), nor was there an acknowledgement from a Consultant stating that there is a 20 day cancellation policy which is good customer service btw. Secondly Cartrack cannot count as the cancellation was submitted in March already but only cancelled in June. A complaint was submitted to the National Consumer Council and the CEO informed. No response from the CEO - surprise. It seems it is Cartrack's policy to ***** money from the sickly as they cannot fend for themselves. In this case leading by example is a true reflection.
