Being cheated to pay for no service

A device installed has never worked. Promised a repair which was scheduled and technician never showed up. I called numerous time call being cut or being sent from one person to another. When I asked to cancel I was told to pay cancelation. Forcing me to continue paying g for a device that is not working .
