What do I have to do to get assisted?

I honestly did not want to complain but I'm really tired of the service I'm getting from Vince.. I have been calling / emailing him with regards to my license disk and plates but I have not received any positive response from him. I have left messages and still he doesn't get back to me.. What do I have to do honestly??? My temporary permit is expiring today
