People not hired with necessary requirements for the position

I don't know what needs to be done when it comes to finding a job in this place, there were posts that were advertised and seemingly people were called for interviews and one thing that makes me wonder is that I have been applying whenever there are posts available and I haven't been shortlisted even once, sometimes they freeze the posts after that there are people hired, I sense some foul play in here and this is happening even to our Municipality. I have the necessary requirements
