******** practices

The chairman or trustee Tazz O' Shea of the complex i live at has sent out a notice to advise residence that there was a break in and residence need to pay R200 for new keys. I was not on the whatsapp group at the time. Tazz then sends me an email on 15 Nov advising me. I advised him that i will pay 25th Nov and he proceeds to tell me that i wont have access in and out of the building and anyone who opens for me will be fined R1000. I called Carl Van der Westhuizen from the Body Corporate and he advised that he will talk to Tazz. I have since been added to the whatsapp group and the keys have been arrived. whoever is opening for someone else will be fined R1000. I phoned Carl from body corporate and he asked if i cant borrow the money from someone. Is this even lawful in South Africa?
