Car service city Northmead stole my cars license disc!!!

Someone from Car service city @Northmead, Benoni, stole my license disc and when I ask them they said my car came without the disc, and they said I must go and make another disc and they will pay me for that and I must use my petrol to go to the traffic department and spend the whole day in the place and then use my petrol again to drive back to them to show them the new disc so that they can refund me for the disc they stole but told them I do not have money for that
