Capsicum unprofessionalism

We entered into a contract with Capsicum for my sister to go to complete her studies there. It was communicated to us that school would commence on 1 February and they subsequently changed it to 5 March. No communication was made to inform us of the changes. We rushed to Cape Town to secure accommodation for my sister and only then we found out school was no longer starting in February. We requested that the contract be cancelled and they advised that they would keep 15% of the fees which we totally disagree with as we have continuously experienced a lack of communication and no reasonableness was exercised by the staff of Capsicum.
