Non smoking area still smokey

The restaurant's non-smoking area is situated between two smoking areas- and you can still smell the smoke when you sit in non smoking. In order to get to the bathroom you have to walk through the smoking area at the bar. When we spoke to the manager about it he said that there's nothing he can do ( which I can understand as this is how it's run) but surely it's *******? As someone with a serious lung condition it is very concerning. We then ordered pizza as a take away which took over an hour to arrive.<br> <br> Who can be contacted to check if they comply with smoking regulations?
