Worst service

My father left a TV in his will, however when he passed years later the TV was no longer working .I never received the TV. Capital Legacy opened a TV Licence WITHOUT informing me . Years later , I am now being sued. I informed SABC and Capital Legacy on numerous occasions that my wife has a TV Licence and therefore we did not need a new one. They mention that they will rectify which has not been done. My Question is also: How can Capital Legacy just open a Licence in my name without informing me ?? I refer to the Popia act.
