Uncontactable and doesn't return calls

I've seen a lot of online Capital Legacy ads recently, with their marketing teaser of a "free" will, so they do seem to want business. Yet phone calls are never returned. I also once had to suffer a switchboard inquisition when trying to contact the consultant. It initially refused to transfer me unless I provided references that I didn't have, even after I had provided an "admin number" that I have been given.

I'm not a client, but my sister was and so is my brother-in-law. I'm simply trying to get my sister's 50% share in a small property transferred to her husband, so that we can urgently sell it. In the only call I have been lucky to have, I was given an estimate of "up to two weeks". It has now been three and a half, and five unreturned calls. Five hours ago I also left details with their call centre, so far without result.
