Capital legacy troublesome

After a year and a half of back and forth with my mother's late estate. Capital legacy is walking away. Leaving me as the co-operate heir to the estate in a pickle. Every time my brother had a tantrum capital legacy did absolutely nothing to ensure that things were handled fairly. In all this time they allowed him to stay on the property without paying any occupational rent. They do nothing about him using estate income for personal use. They have no foot to stand on if assets needs to be sold and one of the heirs are non compliant. And the communication between capital legacy and heirs are non existing. This is the absolute worst company to handle late estates.
